On Saturday evening, after sunset, which is Shani's own time; on Shani Amavasya and Shani Jayanti; and daily by those in Sade Sati or a Shani antardasha who have taken a sankalpa.
What the aarti names - black til, urad, mustard or til oil, iron, a blue or black flower and cloth - with a til-oil lamp rather than ghee. The lamp is traditionally lit under a peepal or at his shrine and is not brought back home.
The long-held custom is not to meet the murti's eyes but to offer the oil and the lamp with the head lowered, because his gaze is read as the vakra-drishti this aarti mentions. Practice differs by temple; where a priest gives an instruction, follow it.

Because Shani is the karmic accountant, and the remedies the tradition gives him are all acts rather than rituals - feeding the hungry, helping labourers and the disabled, dealing honestly. The aarti is the devotional half; the conduct is the other.
