Why are the tools themselves worshipped?
Because that is the whole point of the day. Vishwakarma is the divine architect and craftsman, and the puja honours the instruments of one's livelihood - lathes, looms, vehicles, computers, a tailor's machine, a mechanic's tools - cleaned, garlanded and left idle for the day.
When is it observed?
On Kanya Sankranti, when the Sun enters Kanya, which falls on the 17th of September in most years - and in some regions on other Sankrantis instead. It is kept in workshops, factories, shops and garages as much as at home.
Should work stop that day?
By custom, yes - machines are cleaned and worshipped rather than run, and the day is treated as a holiday in the workshop. Where operations cannot stop, the puja is done at the start of the shift and the tools garlanded.
