What is Hora (the planetary hour)?
Hora is the oldest and simplest unit of electional astrology (Muhurta). The day from sunrise to sunset is divided into 12 equal day-horas, and sunset to the next sunrise into 12 night-horas — so every Hindu day holds 24 horas, each ruled by one of the seven classical planets: Sun, Moon, Mars, Mercury, Jupiter, Venus, and Saturn.
The first hora after sunrise is always ruled by the lord of the weekday — Sunday by the Sun, Monday by the Moon, Tuesday by Mars, and so on. After that, the horas follow the Chaldean order — Saturn, Jupiter, Mars, Sun, Venus, Mercury, Moon — cycling continuously through day and night. This same rule is why the days of the week carry their planetary names.
Why the times change with your city
Because each hora is one-twelfth of the real daylight (or night) length, hora durations stretch in summer and shrink in winter, and they differ from one place to another.
