Does a lower score mean I should never wear the stone?

No. A usable window is still the planet's weekday with a passable Panchang. The score ranks the next few matching weekdays; it is not a verdict on the gem itself. If nothing in the next twelve weeks looks clean, keep the weekday and Hora rule, pick a gentle star in the preferred paksha, or ask a Jyotishi for a personal muhurat.

Is the planet's weekday enough, or do I still need a muhurat?

The weekday is the first filter, not a full muhurat. This page also skips harsh nakshatras, Chaturdashi, Amavasya and Naidhana Tara, then ranks Hora, Tara Bala and Chandra Bala. For a wedding-grade election you would still use a dedicated muhurat. Planetary hours for any date are on Daily Hora.

Why are Pearl, Neelam, Gomed and Cat's Eye worn in the evening?

Those four belong to the Moon, Saturn, Rahu and Ketu, which the wearing tradition starts after sunset, still in the matching Hora. The other stones go on after sunrise in their planet's Hora. The list names a clock window for the next dates so you do not have to count Hora by hand.

What if this page warns that the gem is a dusthana lord?
