What is a Drekkana chart?

The third divisional chart (D3, Dreshkana). Each rasi is split into three parts of 10 degrees. The first drekkana stays in the same rasi, the second moves to the 5th, the third to the 9th. The twelve houses are read from the Drekkana of the rising sign as house 1. Classical practice uses it for siblings, courage and self-effort: the 3rd for younger co-born, the 11th for elder siblings.

Does a weak D3 mean I will have no siblings, or always quarrel with them?

No. A planet that looks strong in the birth chart but falls to a weak Drekkana tends to deliver less for courage and co-born than it appears to; the reverse also holds. That is a modifier, not a head-count and not a quarrel verdict. Dasha, the natal 3rd lord and ordinary family life still matter. Treat a difficult D3 as a reason to look more closely, not as a curse on the brothers or sisters.

How is this different from Bhratru Shraapa or Chara Karaka?

Bhratru Shraapa is an affliction check on the 3rd house and Mars, not this chart. Chara Karaka names the Bhratrikaraka by degree rank. This page draws the D3 chart itself. None of those pages counts how many siblings you will have.

How is this different from Kundli Maker or Saptamsha?

Same D3 mathematics and the same D3 lagna as house 1. Kundli Maker is the full natal file - D1, every varga, dasha and strength tables. This page is only the Drekkana. Children - Saptamsha (D7) is children. Marriage - Navamsha (D9) is dharma and marriage. Vimsopaka Bala includes D3 as one weighted varga in a 20-point score.

Is the 3rd from D3 my younger siblings?

It is the classical house of younger co-born, courage and short effort in this chart, not a portrait and not a count. Read it with Mars, and with the natal 3rd lord placed in D3. The 11th is the usual house of elder siblings. Same sign in D1 and D3 means the graha is in the first drekkana (0-10 degrees) - expected, not vargottama. Why does the birth time still matter?
