Is this the same as Maraka Dosha or Neecha Bhanga?

No. Maraka Dosha is the 2nd and 7th houses as death-inflicting houses, not a degree table. Neecha Bhanga Raja Yoga cancels debilitation of a graha. This page only softens Mrityu Bhaga degrees. A planet can be in Mrityu Bhaga and also debilitated; those are two separate checks.

Does a low cancellation score mean the dosha can never be reduced?
