What exactly forms Ruchaka Yoga?

Two conditions at once. Mars must be in its own sign, Aries or Scorpio, or exalted in Capricorn - and it must also sit in a Kendra, meaning the 1st, 4th, 7th or 10th house from the Lagna. Sign dignity alone is not enough, and a Kendra placement alone is not enough; both have to be true.

Does having it make someone a great person?

Pancha Mahapurusha translates as five great-person yogas, which sets expectations rather high. It forms when Mars occupies its own sign (Aries or Scorpio) or its exaltation sign (Capricorn) and is placed in a Kendra (1st, 4th, 7th or 10th house) from the Lagna.
