Why do some signs last 7 years, some 8 and some 9?
Sthira years follow sign quality, not a count to the lord. Movable (Chara) signs last 7 years, fixed (Sthira) 8, dual (Dvisvabhava) 9. Four of each quality make a 96-year first cycle. That is the whole point of this dasha: a fixed-duration longevity clock. Chara Dasha instead counts years from each sign to its lord.
How is this different from Chara and Narayana Dasha?
Chara Dasha counts from each sign to its lord. Narayana Dasha uses a Lagna-versus-7th contest, lord-count years and a career lens. Sthira starts from Brahma's occupied sign and uses 7, 8 or 9 years by quality. Brahma Yoga is unrelated: a named yoga, not this dasha's seed planet.
How long does this say I might live?
It is a health and longevity analysis, not a date of death. Astrologers use Sthira Dasha specifically to calculate a person's longevity tier: Alpayu = short life, Madhyayu = medium life, Poornayu = long life. Why does the cycle start from Brahma instead of Lagna?
The sutra names Brahma as the starting point. This page finds Brahma from the 6th, 8th and 12th lords of the stronger of Lagna and the 7th, preferring a planet in an odd sign. The dasha seed is the sign that planet occupies, not Lagna itself. If none of those lords sit odd, the strongest of them is still used so every chart can draw the 96-year clock.
How much does birth time accuracy matter here?
A great deal, because Lagna versus the 7th decides which house's 6th, 8th and 12th lords compete for Brahma, and Hora Lagna (one of the three longevity pairs) changes sign about every hour. What are the longevity houses from the dasha?

Sthira Dasha is the Jaimini rashi dasha used as a longevity and vitality clock. Years are fixed by sign quality: movable (Chara) signs last 7 years, fixed (Sthira) 8, dual (Dvisvabhava) 9.
