Is this the same as an exalted planet?
No. Exaltation is a sign placement. Shadbala is a six-fold score. A planet can rank first without being exalted, and an exalted planet can sit lower if other limbs are thin. Uncancelled debilitation is a different question, on Neecha Graha Dosha.
How is this different from Weakest Planet, Shadbala and Atmakaraka?
